A new opportunity has arisen for a Business Manager to Join the Essex Highways Senior Leadership Team; this role will report directly to the Operations Director. Administering and improving the Essex Highways Contract, which directly employs over 700 staff and with an annual turnover of £140m. Key responsibilities include contract governance, business management, quality, performance, innovation and efficiencies.
Overseeing five areas, these are: Innovation and Efficiencies; Business Improvement; Performance and Quality; Business Projects; Communications and Engagement.
Monitoring contract performance and providing regular updates on how the contract is performing against targets. Where necessary, taking decisive corrective action; report problems, solutions and progress through the appropriate governance arrangements.
Monitor, develop and implement processes and procedures that achieve client and business key performance indicators, including production of annual service plans and monthly reporting on deliverables.
Promote a culture of delivering continual improvement and efficiencies, reducing company and client out turn costs through improved productivity and/or innovation.
Support client objectives and maintain a strong client relationship based on trust and integrity.
Lead and manage the performance and development a team in line with company and local business objectives. Support in the development and growth of your teams including a development and succession strategy.
Support client’s objectives and maintain a strong relationship, based on trust and integrity, with senior client officers and elected members.
Accountable for performance and quality management, including managing audits and contributing towards and maintaining ISO accreditation and similar standards.
Putting the customer at the heart of everything we do, through overseeing the management of the Communications Team (for all internal and external messaging).
Maintain strong relationships throughout the partnership.
Control data production, communications and the flow of information across the contract.
Accountable for change management, ensuring that contractual controls are adhered to, disseminated to the appropriate business streams, co-ordinate reporting the status in line to the contractual reporting schedule.
Oversee the production of all management information required to prepare and deliver the various monthly dashboards, reports and that inform the business and drive change.
Ensure the organisation delivers all aspects of contract performance.
Operate as the senior contract performance representative at key contract meetings, while supporting and advising peers on all aspects of the service.
Work within the contractual and client requirements in accordance with Ringway Jacobs core values.
Develop a detailed understanding of the Essex Highways contract with Essex County Council and advise peers on reporting and compliance matters.
Support Essex County Council key officers (operational, procurement and legal) in administering the Contract.
Through strong leadership, ensure that business objectives are understood cascaded and supported by the business.
Oversee and work with teams to develop innovative methods of delivery bringing forward new technologies and initiatives.
Identify opportunities and innovations to reduce cost.
Skills and Experience
Proven and successful track record of managing the business function either for a highway service provider or other construction related industry (including the utility and rail industries).
Knowledge and insight into relevant professional bodies.
Clear understanding of Conditions of Contract (predominantly NEC Suite).
Desire and drive to continually challenge and progress a diverse business providing inspiration to all teams, demonstrating gravitas and confidence.
Knowledge of communications and customer engagement.
Proven track record of commercial negotiations would be beneficial.
Experience of identifying ideas and initiatives to drive cost reduction.
Degree qualified (or equivalent).
Experience in business/ contract management and the fundamental mechanisms that drive efficiencies within a long-term partnership contract.
Good communication and management skills require along with an ability to lead, motivate and drive continuous performance.
Have held previous client relationships at manager level.
Can demonstrate successful implementation of high impact change management.
Can demonstrate successful outputs for cost reduction initiatives.
Experience of working within a local authority environment.
Knowledge of Highway Maintenance and/ or Construction.
Experience of Lean based reviews and improvements.
Knowledge of working with a supply chain to ensure levels of service in terms of quality and safe working practices are maintained to a high level and compliant with standards/legislation.
Recognised advanced qualification in business management.
