Description

A critical role within the Essex Highways Construction Team, reporting directly into the Head of Construction. To lead a construction delivery team and develop and grow externally funded third party works as a new business opportunity. Relationships already exist with many potential clients through the RJ/ Essex Highways development management team, but we now need someone to secure, oversee and deliver an expanding portfolio of projects.


Responsibilities

Further develop the current business unit to focus on delivering works for the external market by developing a wider customer base (largely from developers & 3rd parties within Essex). 

Lead and manage a Delivery Team responsible for the delivery of highway, flood alleviation and other construction schemes across Essex utilising internal staff, shareholder resources, external consultants and contractors as required, in line with company and local business objectives. 

Promote a culture of delivering continual improvement and efficiencies, reducing company and client out-turn costs through improved productivity and/or innovation. 

Support client’s objectives and maintain a strong relationship, based on trust and integrity, with senior client officers and elected members. 

Develop, establish and maintain effective working relationships with clients, stakeholders, agencies, authorities and suppliers and work with them to establish new and improved ways of working ensuring that value for money is delivered. 

Support the development and growth of your team including a development and succession strategy. 

Have overall commercial, programme and health and safety responsibility for a business unit delivering externally funded projects, many of which will be multi-million pounds in value. 

Maintain and manage the existing collaborative relationship between our design, delivery and commercial teams to successfully deliver major projects for new and existing clients.


Skills and Experience

Proven and successful track record of managing a construction delivery team either for a highway service provider or other construction related industry. 

Have experience of financial, commercial and project management. 

Desire and drive to continually challenge and progress business providing inspiration, demonstrating gravitas and confidence. 

Proven track record of commercial negotiations and contractual management. 

Experience of identifying ideas & initiatives to drive cost reduction and business development.

Good planning, organisational and time management skill, able to deal with complex workload priorities and deadlines.

Must be keen, enthusiastic, adaptable and willing to accept new challenges including involvement with other roles within Construction and other RJ departments. 

Relevant academic and professional qualifications.

Knowledge of working with a supply chain to ensure levels of service in terms of quality and safe working practices are maintained to a high level and compliant with standards/legislation. 

Experience and working knowledge of civil engineering delivery and construction. 

Knowledge and working experience of NEC contracts, administration and law. 

Experienced in project management, programming and risk management. 

Demonstrable knowledge and experience in the implementation of highway schemes and of using national guidance, legislation and regulations relating to design and implementation of highway schemes.  In particular, The Highway Act 1980, Chapter 8, DMRB, MCHW, SHW and CDM 2015. 

Good IT, written, verbal communication skills. 

Strong commercial / contractual / civil engineering innovation/ business awareness. 

Ability to deal efficiently and fairly with complex contractual issues / contractual claims / CEs / payments, and negotiate swiftly with contractors. 

Must be flexible with regard working location, times and patterns. 

Full driving licence. 

Experience of working within a local authority/ highway service. 

Experience of business development 

Experience and confidence of dealing with contractors, developers, members of the public and Cabinet Members. 

SMSTS card holder (or similar) 

Knowledge of highway design standards.
