Reporting to the Head of Design and forming part of the Design Services Leadership Team. Delivering a high quality built environment for the residents of Essex and minimising the maintenance liability to the Highways Authority.
The post holder directs and co-ordinates teams of professional staff and works in partnership with a range of key stakeholders ensuring that strategies and policies across the County deliver the corporate aims such as delivering economic growth and housing and improving the quality of our roads.
Liaising with District Council planning teams and developers to ensure appropriate highway changes are approved and implemented.
Developing new opportunities to deliver efficient and improved ways of working.
Provide clear and robust leadership of group to ensure that staff are clear of their direction, motivated and that productivity is maximised. The group performances to be regularly monitored to ensure staff are developed positively driving efficient delivery.
Assist the Head of Design by forming an integral part of the Design Services Leadership Team, leading component parts of Essex Highways and other areas of innovation; deputising as required.
Prepare and manage annual business plans and developing and delivering programs, services and projects on time, within budget and to the required technical standards
Ensure strong budgetary control and financial management is undertaken throughout areas of responsibility with robust evidence of efficiency and value for money being exhibited.
Ensure that customer satisfaction targets are met
Engage with our customers, and ensure that all correspondence from within group is provided in a courteous and timely manner and manage the responses to queries and complaints from the public, businesses, local district authorities, parish and district councils, local highway panels, county councilors, members of parliament, local representative groups and other stake holders as required.
Create and reinforce a strong customer focused, responsive and flexible culture, role modelling behaviours leading to and delivering customer focused and responsive services.
Engage with other authorities, agencies and the commercial sector for the delivery of highway services.
Deliver the programme of works within their group ensuring that it is delivered to standard turnaround times, to the correct specification to the right quality.
Ensure that the Advance Payments code is applied in Essex to ensure that all residents that move into new houses can be confident that their roads will be maintained.
Provide specialist advice to other service areas, outside partners, the private sector and utilities to deliver highway schemes
To oversee negotiations with developers and liaise with local planning authorities, consultants, solicitors, the DfT and other statutory and non statutory bodies and instruct the County Secretary in the preparation and implementation of legal agreements and other legal matters.
To appear as expert witness at Crown Court, public inquiries and hearings, prepare detailed evidence as a specialist on practice issues and liaise with counsel and solicitors in case preparation.
Engage with other authorities, agencies and the commercial sector for the delivery of highway services
Contribute to the development and manage the implementation of new practices and procedures which deliver efficiency and respond to technological advances.
Manage the Health and Safety, Environmental Management System, Quality Management System and Construction Design Management in a positive and constructive manner, minimising work related injuries
Skills and Experience
A high level of design technical knowledge and experience is required to direct complex projects and to provide technical support and mentoring staff.
You should possess excellent communication skills and promote integrated and efficient delivery
Degree level or equivalent high level qualification in related subject or proven experience.
Post graduate qualification in related subject or management or equivalent professional experience.
Membership of professional institution is desirable.
Evidence of continuous professional development.
Report of writing, preparation of business plans and presentation to a variety of audiences.
Excellent written, oral and presentational communication skills, interpersonal and listening skills.
A proven track record and formal training, demonstrating excellent negotiation skills.
Extensive knowledge and experience of managing highway services including statutory processes involved with these activities.
Comprehensive knowledge of Health and Safety legislation.
Knowledge of relevant legislation, design standards, type approvals and local government procedures.
Financial management of processes including forward planning of programmes of work, budget accounting and monitoring of expenditure.
Problem solving, judgement and analytical skills.
Management of staff including performance management.
Experience of advising elected members or directors and influencing local decision makers and other stakeholders.
Understanding of the structure of local government, the role of elected members and current issues facing local government.
Understanding of customer requirements and ability to improve customer services and user engagement. In particular being able to advocate on behalf of customers.
Extensive partnership working across public and private sectors on the formulation of strategies and the development and implementation of programmes of work including implementation of projects.
