Description

To provide a first class service to our customers, completing a high standard of maintenance to the highway network, helping to ensure that all maintenance activities are delivered in accordance with the strategies and policies of the County Council and Essex Highways.


Responsibilities

To assist with the identification, preparation, design, planning, programming and ordering of work and services.

To provide timely and accurate advice to County Councilors, District Members, Parish Councils and the general public on all highway-related matters as required.

To ensure the team’s performance in providing speedy and courteous responses to queries and complaints in accordance with relevant targets and standards.

To provide assistance to the team leader or Senior Engineer in relation to all aspects covered within the group and deputise in their absence.

Support the implementation of strong budgetary control and financial management.

To provide assistance to the team leader or Senior Engineer in relation to all aspects covered within the group and deputise in their absence.

To assist with the identification of schemes and services for the future platforms as appropriate.

Support Health and Safety, Environmental Management System, Quality Management System and Construction Design Management in a positive and constructive manner, with the aim of minimising work related injuries by implementing ECC and Essex Highways policies and procedures.

Assist with the use of systems and data for collating and reporting relevant performance and management information.

Understands the overall functions, aims and directions of Essex Highways, and how their specific area of responsibility fits into those objectives.

Is able to translate this for team members and ensure they also understand how their objectives fit into the wider organisation.

To provide clear and effective leadership and line management of team to ensure that staff are aware of their objectives, motivated and that productivity is maximised. The individual and team performances to be regularly monitored to ensure staff are developed positively.


Skills and Experience

HNC, A-level education or equivalent qualification, or experience in highways.

Membership of or working towards a relevant Professional Institution is desirable including evidence of continuous professional development.

Knowledge of Highway Legislation, relevant design procedures and standards and good practice.

Knowledge of budgetary governance and controls.

Detailed knowledge of relevant engineering or service techniques and procedures including the use of specialist software tools as required.

Appropriate knowledge and application of Health and Safety legislation including Construction (Design & Management) Regulations.

Experience of dealing with members of the public.

Ability to prioritise own work to support business priorities.  Manages own performance and seeks feedback to improve where identified.

Ability to build and maintain effective working relationships with key people both internally and externally.

Conversant with Microsoft applications– Word, Excel, Access and PowerPoint.

Required to be mobile throughout Essex and therefore a valid driving license and use of car where not provided, unless the role can be undertaken effectively by alternative transport arrangements.

Good written and verbal communication and inter-personal skills (including report writing).

Proven ability to act as a valuable team player.

Experience of management of staff including performance management.

Manages own performance and seeks feedback to improve where identified.
