The purpose of the role is to deliver the design and maintenance work for the Structures Service, to programme, quality and budget with input from Team Leaders or Senior Engineers. This will comprise the design of replacement and strengthening of highway structures. The role also requires to coordinate utility services, land agents and other sections of Essex highways to delivery of bridge work.

The role requires the ability to work well across teams as well as possessing a broad based technical competence and the ability to work on your own initiative. You should also possess excellent communication skills and be particularly responsive to clients.


To prepare, design, plan, programme and order structures works and services.

To assist in the management and monitoring of works programmes or services.

To provide timely and accurate advice to County Councillors, District Members, Parish Councils and the general public on all structures-related matters as required.

To ensure the team’s performance in providing speedy and courteous responses to structures queries and complaints is in accordance with relevant targets and standards.

To ensure strong budgetary control and financial management is undertaken throughout areas of responsibility.

To prepare technical approval documents and gain approvals.

Support Health and Safety, Environmental Management System, Quality Management System and Construction Design Management in a positive and constructive manner, with the aim of minimising work related injuries by implementing Essex Highways policies and procedures.

Understands the overall functions, aims and directions of Essex Highways, and how the structures service fits into those objectives and is able to translate this for team members and ensure they also understand how their objectives fit into the wider organisation.

To provide clear and effective leadership to junior members of the team.

Skills and Experience

An appropriate Degree is desirable or extensive experience in structures.

Membership of or working towards membership of a relevant Professional Institution.

Evidence of continuous professional development.

Extensive knowledge and application of Highway Legislation, relevant structures design procedures, standards and good practice.

To have knowledge of structural design documents including Eurocodes.

To have knowledge of structural design software such as LUSAS etc.

To have knowledge of technical approval processes.

Detailed knowledge and experience of a wide range of relevant structures service techniques and procedures.

Knowledge and application of Health and Safety legislation including Construction (Design & Management) Regulations.

Experience of dealing with members of the public.

Conversant with Microsoft applications – Word, Excel, Access and PowerPoint.

An understanding of CAD software.

Experience and good working knowledge of structural software.

Good written and verbal communication and interpersonal skills (including report writing).

Knowledge and experience of budgetary governance, management and control measures.

Required to be mobile throughout an operational area (or throughout Essex or similar where more appropriate) for design, survey and inspection of site works and therefore a valid driving licence and use of car if not provided.

Ability to prioritise own work and that of others to support business priorities. Manages own performance and seeks feedback to improve where identified.

Ability to build and maintain effective working relationships with key people both internally and externally.

To carry out any other reasonable duties that may be directed or implied from time to time commensurate to the post and/or organisational requirements.
