Engineer - Technical Approval

Responsible for managing technical input in to third party funded schemes and providing technical approvals where required to ensure that these are designed and implemented in accordance with the policies and specification of the Council.
To provide comprehensive engineering advice on third party highway design and construction proposals in line with national standards and Council policy, so as to achieve technical approval for the drawings and specifications
Work closely with Planners and Design Engineers, as well as Developers and other relevant stakeholders
Analyse engineering problems, apply technical expertise and engineering judgment and recommend innovative solutions.
Identify, prepare, design, plan, programme and order works and services as required.
Prepare and assist in the management and monitoring of works programmes or services.
Provide timely and accurate advice to Councillors, Parish Councils and the general public as required.
Preparation of reports for projects and attend meetings to provide support as appropriate.
Support Health and Safety, Environmental Management System, Quality Management System and Construction Design Management in a positive and constructive manner.
Ensure scheme proposals comply with specifications and agreed programme
Maintain accurate records on the allocated projects and provide clear accurate and timely reports on progress.
Undertake site inspections and maintain records, making recommendations for remedial work as necessary to ensure work is carried out in accordance with the specifications and drawings
Ensure that the required asset records including as-built drawings are provided upon completion of the works.
Provide an innovative and effective approach to all aspects of the work to ensure the most cost effective and environmentally effective solution.
To carry out any other reasonable duties that may be directed or implied from time to time commensurate to the post and/or organisational requirements.
Skills and Experience
Desireable to be registered IEng or EngTech
Essential to have Level 4 HNC in Civil Engineering or equivalent in relevant discipline
Membership of or working towards membership of a relevant Professional Institution.
Evidence of continuous professional development.
Good knowledge and application of design procedures, guidance and standards and good practice documents
Good knowledge of highway infrastructure design and construction in the context of a local authority highway network.
Experience in residential and commercial Infrastructure design with ideally, a good working knowledge of S278 & S38 agreements.
Good knowledge of and application of Health and Safety legislation
Good knowledge of and application of Highway Legislation
Knowledge and experience of budgetary governance, management and control measures.
Knowledge and experience of a range of relevant engineering or service techniques and procedures including being fully conversant with the use of specialist software tools as required.
Conversant with Microsoft applications – Word, Excel, Access and PowerPoint.
Good written and verbal communication and interpersonal skills
Ability to liaise effectively with peers, client representatives and members of the public.
Ability to build and maintain effective working relationships with key people both internally and externally.
Ability to work with minimal supervision to both time and budget
To manage his / her own time in an effective manner, ensuring appointments are met and reporting requirements met
Demonstrable awareness of environmental aspects and impacts and waste management.
