Description

The post holder will plan, inspect, supervise and monitor works being carried out on the highway and provide efficient and rapid assistance, at site level, in the maintenance and management of a safe and efficient highway network. Manage operatives, supply chain and contractors to achieve the required quality, within programme constraints and cost allowance. Engage positively with customers both internal and external to the Council and the general public as required.

 


Responsibilities

Carry out supervision of operational resources undertaking a range of highway maintenance works and ensure that works are carried out to agreed standards and methods and that operational procedures are adhered to.

Complete site paperwork, carry out 5 minute briefings and ensure all paperwork is complete, and understood.

Programme work in conjunction with Hub team.

Plan and implement works, including setting out, in accordance with drawings, specification and programme and supervise the ordering of materials to ensure timely delivery.

Carry out daily site checks and ensure that quality is maintained on site and required documentation / certification completed.

Be responsible for the day to day work delivered by the operatives including productivity.

To monitor supply chain and build relationship with their supervisors and ensure their operatives are consistent and have required training / competencies.

Specify, place orders, monitor and supervise as required highway works to ensure compliance with relevant specifications safety, legislation and company objectives.

To participate in meetings with other teams across the company to share experience, develop, review and document best practices and ensure consistency of approach wherever possible.

Comply with all Health and Safety Policies and procedures.

Work safely and be responsible for personal safety, the safety of the whole team and others that come into contact with our work.

Ensure costs are correctly allocated and be responsible for your costs and value and ensure all relevant financial and commercial process and procedures are followed.

Ensure all required checks of plant, equipment and vehicles are carried out and complete the associated reports.

Effectively and accurately pass on instructions to the workforce, keeping a record of progress and any amendments to the work.

Ensure all required daily and weekly record sheets are accurately completed, including measurement of works undertaken.

To act as first tier management and deal with all HR and workplace related issues.

Follow company procedures, and to carry out any reasonable task as requested by a member of management.

Provide support/supervision to the Winter Service as required by the Operations Manager.

Provide support/supervision to the OOH Service as required by the Operations Manager.

 


Skills and Experience

An understanding of the contract and its application.

An understanding of the principles of safety and environmental management.

Understanding of environmental principles of significant impacts, aspects and controls.

Ability to effectively manage health and safety and environmental emergencies.

Effective management of cost and value reporting.

Ability to deal effectively with peers and client representatives.

Ability to work with minimum supervision, excellent communication skills, both verbal and written.

Experience of working with contractors, and the public.

Ability to manage others.

Ability to work with minimum supervision, excellent communication skills, both verbal and written.

Ability to delegate tasks and monitor progress.

Ability to carry out Safety Audits.

Ability to provide leadership.

Ability to mentor and coach to bring out the best in teams.

Understand and apply cost and value to each service.

Completion of secondary school education, good general standard of literacy and numeracy, City and Guild relevant to highway engineering or ONC or equivalent qualification preferred.

Current valid driving licence and use of a car unless the role can be carried out effectively by using alternative means of transport. 

NRSWA accreditation Supervisor Certificate.

Appropriate knowledge and application of Health and Safety legislation including Construction (Design & Management) Regulations and an appropriate level of understanding of the principles of safety and the ability to apply this in the workplace.

Good IT skills encompassing the use of remote data capture device and inspection recording systems.

Experience of working with contractors, and the public.

Experience of budgetary management at operational level.
