Reporting directly to the Lead Streetworks Officer the role involves assisting in providing a first class service to our customers, delivering the planned works and services within their function and ensuring that the challenges of delivering the vision and priorities of Essex Highways and the Essex Permit Scheme are met.
Liaising as required with Elected Members, District Councils, and strategic partners and work promoters, the role is to assist with the implementation of the programmes of works relevant to an operational or service area in accordance with the strategies and policies of Essex Highways and the County Council.
The post holder will assist with the investigation and monitoring of roadworks and streetworks. Supporting and assisting with the co-ordination of a range of resources to deliver these objectives, utilising internal and external staff, consultants and other key stakeholders, maximising opportunities to ensure Essex County Councils Network Management Duty and safety for the traveling public is delivered.
To ensure that enquiries and complaints from members of the public, elected members, officers throughout the council and external agencies in relation to the service are responded to accurately and are within the required timescales.
To contribute to the teams performance in providing speedy and courteous responses to queries and complaints in accordance with relevant targets and standards.
To be part of a team responsible for delivering the Network Management Duty under the Traffic Management Act 2004 and to ensure that it is implemented and adhered to by all internal parties.
To play an active role in reviewing permits from the street register ensuring parity with the council’s own works when required.
To assist the Lead Streetworks Officer to ensure the delivery of the Essex Highways and Essex Permit Scheme objectives, as defined in agreed service plans and in accordance with all Council and Essex Highways standards and policies.
To support the Lead Streetworks Officer to evaluate the prospective impact on local network and any mitigation that will be taken to avoid disruption.
Liaise with Lead Streetworks Officer to arrange site meetings.
To operate the Permit Scheme in accordance with Scheme Document and Section 3 of the Traffic Management Act.
Ensure that the Permit Team apply the appropriate conditions to permit applications.
To ensure responses times to permit applications are met by the team.
To ensure the discharge of the council duties under the relevant legislation ensuring parity with the council’s own works and utilities.
To support the Senior Permit officer to set up an independent accounting and administration systems that separate permits issued to utilities and the council’s own works.
To provide administration support for monitoring the financial aspects of the Permit Team in relation to utility fees and charges.
Raised invoices for utility sample and defect inspections, FPNs and Permit fees.
Maintain an electronic recording system for recording NRSWA and Permit fees and charges.
To assist the Lead Streetworks Officer in producing monthly financial reports.
Where necessary assist the Senior Permit officer on all IT issues and maintain a robust street register.
Maintain systems for processing NRSWA and Highway Act street licenses.
To provide assistance to the team in relation to all aspects covered within the function of the group.
Assist on projects and initiatives agreed with the Essex Permit Manager.
Support Health and Safety, Environmental Management System, Quality Management System and Construction Design Management in a positive and constructive manner, with the aim of minimising work related injuries by implementing Essex Highways policies and procedures.
Assist with the use of systems and data for collating and reporting relevant performance and management information.
To appear as required as expert witness at Crown Court, Public Inquiries and Hearings, prepare detailed evidence as specialist on practice issues and liaise with Counsel and solicitors in case preparation.
Skills and Experience
Completion of secondary school education, good general standard of literacy and numeracy or equivalent qualification, or experience in highways/streetworks.
New Roads & Street Works Act Accreditation.
Good Knowledge and understanding of legislation relevant to Street Works Management – New Roads & Street Works Act, Traffic Management Act.
Knowledge of Highway Legislation, relevant design procedures and standards and good practice.
Knowledge of budgetary governance and controls.
Knowledge of, and experience in maintenance, highway works including the application of statutory processes such as NRSWA 1991.
NRSWA accreditation Supervisor Certificate.
Knowledge of and experience in Permit Schemes.
Appropriate knowledge of Health and Safety Legislation including Safety at streetworks and roadworks: code of practice 2013 “The Red Book” and Chapter 8.
Understanding of Highway Legislation, relevant design procedures and design standards and good practice.
Ability to prioritise own work to support business priorities. Manages own performance and seeks feedback to improve where identified.
Ability to build and maintain effective working relationships with key people both internally and externally.
Good IT skills and conversant with Microsoft applications – Word, Excel, Access and PowerPoint.
Good written and verbal communication and interpersonal skills (including report writing).
Proven ability to act as a valuable team player.
