The purpose of this role is to lead the delivery of capital work projects. These projects will include medium scale schemes, safety improvements, Intelligent Traffic Systems. Accountability from concept to close of each task/ scheme - including but not limited to - Planning, stakeholder engagement, programming, design, build to financial close including commercial aspects associated with the works. The role will report to the Design Team Leader.



Responsible for ensuring projects are developed and delivered on time, at the required quality and to budget, together with delivery of the communication and consultation requirements. 

Assist in managing, co-ordinating and integrating staff and resources to deliver programmes of work, utilising internal staff, shareholder resources, external consultants and supply chain partners as required.

Manage lifecycle of task orders from conception, design, technical approvals, Road Safety Audit, Build stages, Snagging, As Built & Final Account.

Agree on defined scope of works and objectives with client.

Produce programmes and evaluate programmes from delivery chain to manage expectations of client.

Prepare finance and output reports and maintain cost and value forecasts

Manage the submission of Target Costs and Project Implementation Documents and assist with the change control process, ensuring EWNs and Compensation Events are raised in a timely manner.

Engage with Key Stakeholders, Elected Members, Members of Parliament, Parish Councils and the wider public in the development, design and implementation of projects or programmes of work.

When required attend and participate at Local Area Highways Meetings, Parish Council and other stakeholder meetings.

Assist with providing supporting information and updates for webpages, press releases and presentations.

Ensure all necessary construction related quality management and health and safety documentation is prepared and adhered to, including compliance with CDM requirements.

Ensure that all scheme designs comply with appropriate specifications.

Maintain accurate records on all allocated projects.

Provide guidance and assistance to junior members of the team.

Explore innovative ways to deliver, through value engineering and initiative management. Prepare and assist in the management and monitoring of works programmes or services.

Support Health and Safety, Environmental Management System, Quality Management System and Construction Design Management in a positive and constructive manner.

To carry out any other reasonable duties that may be directed or implied from time to time commensurate to the post and/or organisational requirements.

Skills and Experience

HNC educated or equivalent experience.

Relevant professional /vocational qualification

Experienced project manager with a good understanding of project management methodologies and systems

Good communication skills (written and verbal). Able to communicate clearly and appropriately within the company and representing the company.

Excellent planning and organisational skills, to manage a range of complex activities and to achieve given targets and objectives

Excellent time management skills to manage a complex workload prioritise and set deadlines and cope with changing demands.

Knowledge and understanding of the systems, policies, procedures, professional guidelines, legislation, best practice and emerging developments within the scope of the service area.

Knowledge and experience of budgetary governance, management and control measures.

Budget management experience

Good ICT skills including use of standard Microsoft applications.

Full driving licence

Project Management qualification, such as APM.

Knowledge of forms of contracts
