Description

Reporting to the Schemes Manager. Lead the delivery of Major Projects / schemes in London - safely, efficiently and effectively through an integrated delivery team. Accountability from concept to close of each task/ scheme - including but not limited to - ECI, Planning, stakeholder engagement, programming, design, Build to financial close including commercial aspects associated with the works.

Working closely with the commercial lead Develop and maintain a Cost and value forecast linked to the schemes under your accountability.


Responsibilities

Manage and support team responsible for projects delivery.

Responsible for Early contractor involvement, design, mobilisation, traffic management, estimates and build on a variety of major projects.

To promote safe working practices in accordance with Ringway Jacobs Health & Safety Policy and to lead by example demonstrating commitment for zero incidents.

Manage and ensure compliance with the agreed scheme programmes.

Manage the performance and development of a team in line with company and local business objectives.

Programme manage the schemes through the design and construction process.

Resolve technical issues for design and construction team members and provide advice where necessary.

Manage and Report on the costs associated with the design and construction of schemes.

Assist with preparation of task price lists and explore possible savings through material and resource suppliers, for Requests, SMI’s and CE’s.

Agree on defined scope of works and objectives with client.

Engage with subcontractors for estimates, and decide on best value/quality for task.

Produce build and prelim programmes, and evaluate programmes from delivery chain to manage expectations of client.

Manage lifecycle of all task orders from conception, design, technical approvals, Road Safety Audit, Build stages, Snagging, As Built & Final Account.

Oversee weekly IDT meetings to tie in commercial, build, design and operational matters.

Assist with production of CVR.

Engage with Client and internal commercial team to agree value of works, applications, certified values.

Assist with monthly application figures.

Raise compensation events and agree values with client/contractor.

Settle contractual matter with client to the benefit of Ringway Jacobs.

Manage client relationships including third parties and TFL supply chain.

Explore innovative ways to deliver, through value engineering and initiative management.

Undertake cost saving exercises, while mitigating any possible loss of revenue.

Overall understanding of contractual obligations required, to ensure client and contractors understand their obligations.

Aim to utilise resources available within or subcontracted to other teams to ensure costs are shared for best outputs and productivity.

Review/issue ICWI’s ensuring all commercial activity is logged with commercial team.

Ensure that assigned Task Orders are completed safely, to the required quality standard and completed on time, meeting requirements of Performance Indicators.

Deliver forecasted annual turnover and margin targets for workstream.

Deliver any other agreed performance objectives.

Provide leadership and direction for all activity in the Integrated Delivery Team including day to day management to ensure that Ringway Jacobs contractual obligations are met.

Day to day interaction with TfL Clients, Build Teams and other departments (e.g. WCaP, NIMT, etc).

Responsibility for management of Health and Safety matters including communication of Health and Safety alerts, toolbox talks and initiatives.

Manage development /updating and communication of suitable and sufficient risk assessments and method statements for all works.

Ensure all works are permitted in accordance with the London Permit Scheme (LoPS, TMA).

Assess competency and performance of operational staff.

Ensure timesheets are correctly coded and submitted by all members of team ensuring time is allocated appropriately per live task order.

Report Health and Safety incidents to the HSEQ team, participation in investigations and implementation of solutions.

Ensure all necessary daily/weekly operational records are produced.

Carrying out on site health and safety inspections and ensuring actions are closed out.

Performance Reviews of direct reports ensuring objectives meet Ringway Jacobs Business Strategy.

Ensure compliance with the Quality Management Systems.

Manage updates to CDMC Datastore for each scheme, and ensure the GIS team have relevant information required to update NAMS.

To ensure the Health and Safety of all staff, visitors, road users and partners.

Encourage innovation.

Any other duties reasonably requested by your line manager in connection with the business and its stakeholders and customers.

 


Skills and Experience

HNC / HND in Construction or Civil Engineering (or equivalent) At least 8yrs experience in delivery of highways related schemes.

At least 5yrs experience in leading a team and managing a range of scheme programmes.

A sound knowledge of the Design Manual for Roads and Bridges.

An understanding of all commercial and financial requirements.

Ability to engage and conduct effective negotiations with client, stakeholders, subcontractors and third parties.

A comprehensive understanding of highway maintenance and works.

A detailed understanding of the NEC3 form of contract and its application within Highways Works

A knowledge of other forms of contracts – e.g. JCT.

A detailed understanding of Health & Safety legislation, including CDM.

To be an exemplar of corporate work ethic and core values.

Ability to effectively plan, allocate and supervise staffing, plant and material resources against agreed PIs.

Time management and prioritisation of work for self and team against changing demands of network needs.

Good communication skills (written and verbal). Able to communicate clearly and appropriately within the company and represent the company.

People skills to be able to motivate staff and handle basic staffing issues (personnel and training and discipline).

Adaptable and flexible to cope with the variety of responsibilities involved and to suit peaks and troughs in work load of emergency response in highly pressurised situations.

Management and supervision experience, of Highway type schemes in London.
