Description

 To be responsible for assisting the Team Leader with developing, planning and managing the delivery of the countywide strategic highway & footway structural repair programmes ensuring they are delivered on time, to budget and Specification.

The Principal Engineer will be required to develop, plan, design and manage the delivery of a proportion of the annual works programmes to meet organisational and stakeholder / customer requirements and to manage the staff assigned to them.

Have a detailed knowledge of highway structural maintenance processes, techniques and materials.

Have demonstrable experience and ability in dealing with contractors and sub-contractors.

Be a role model in relation to our health, safety, environment and quality culture.


Responsibilities

To work closely with the Asset Management Team on an annual basis, to formally agree the rolling programme of carriageway & footway schemes to be delivered as part of the countywide strategic highway maintenance & footway structural repair programmes of work.

To plan and deliver the agreed programmes of capital structural maintenance works. From inception through feasibility (scoping surveys), design (WTBs), construction, post construction and scheme close down.

To engage with key stakeholders, elected members, members of parliament, District Authorities, Local Area Forums and the wider public in the development, design and implementation of the programmes of work.

Identify opportunities to deliver savings and ensure targets for improvement are delivered on time.

To effectively manage the budgets assigned to them including the management of the change control processes required for NEC type contracts.

Provide clear and effective leadership, motivation & line management to the staff assigned to them, ensuring they are aware of their objectives & that productivity is maximised.

Carry out the Annual Staff Appraisal process for the staff assigned to them.

Impart knowledge and guidance to junior staff to ensure consistency of design and deliverables.

Attendance and active participation at the monthly Quality meetings with the client.

To promote Health, Safety, Environment and Quality across Transport for Buckinghamshire (TfB), including regular attendance at monthly Health & Safety meetings and undertake monthly Site Safety Tours, OLAS training modules and toolbox talks.

To promote and support Equality & Diversity activities

To ensure that all requisitions are raised with appropriate supporting information in a timely manner to allow Purchase Orders to be raised in advance of work commencing on site.

To ensure that the requirements of the Traffic Management Act are adhered to including the provision of TTROs, Roadspace bookings and Permits.

To ensure that all necessary construction related quality management and health and safety documentation is prepared and adhered to, including compliance with CDM requirements.

To ensure that supply chain partners develop safe systems of working and that they are adhered to.

To ensure that supervision, inspection, sampling and testing are carried out to verify compliance.

To ensure that record keeping is carried out in order to verify compliance.

To ensure that appropriate Certificates for each activity associated with the annual programmes of work are raised and issued in a timely manner.

To ensure that monthly applications from supply chain partners are assessed and signed off for payment.

To ensure that the identification, notification and rectification of defects is proactively managed within the agreed defects correction periods.

To ensure that information is provided to the Schemes Delivery Co-ordinator to enable CRN’s, corporate complaints, VIP responses and FOI requests to be closed out within BCC’s contractual response timescales.

To assist the Team Leader with preparation & agreement of Target Cost submissions.

To assist the Team Leader with management of the change control process, ensuring EWNs & Compensation Events are raised in a timely manner & agreed with supply chain partners & the client.

To assist the Team Leader with preparation of monthly finance and output reports & updates to the risk register and performance indicator data.

To assist the Team Leader with preparation for the monthly CMR meetings to present the team’s monthly performance, financial status and programme update.

To assist the Team Leader with providing supporting information and updates for web-pages, press releases and presentations.

To assist the Team Leader with resource (staff & supply chain partner) planning.

To assist the Team Leader with preparation of corporate reports and attendance at senior management meetings.

To assist the Team Leader with preparation for and participation in external and internal audits.

To assist the Team Leader with incident investigations and active participation with Safety & Quality Challenges with supply chain partners.

 

 


Skills and Experience

Essential:

HNC educated or equivalent experience.

Relevant professional / vocational qualification.

Expert knowledge of maintenance activities including conventional and specialist carriageway / footway surfacing treatments and road markings.

Experienced project manager with a good understanding of project management methodologies and systems.

Proven excellent written communication skills.

Excellent planning and organisational skills, to manage a range of complex activities and to achieve given targets and objectives.

Excellent time management skills to manage a complex workload prioritise and set deadlines and cope with changing demands.

Expert knowledge and understanding of the systems, policies, procedures, professional guidelines, legislation, best practice and emerging developments within the scope of the service area.

Budget and contract management experience.

Experience of preparing and assessing tenders / contracts.

Good ICT skills including use of standard Microsoft applications.

Full driving licence.

Desirable:

Minimum Project Management qualification, such as APM.

Degree or equivalent qualification in civil engineering, structural engineering or other relevant subject.
