Reporting to the Strategic Highway Maintenance Team Leader. This post is a Project Manager role within the Strategic Highway Maintenance Team. The post holder will be responsible for assisting the Team leader with developing, planning and managing the delivery of countywide strategic highway maintenance & footway structural repair programmes ensuring they are delivered on time, at the required quality and to budget.

Assist the Team Leader in managing, co-ordinating and integrating staff and resources to deliver the countywide strategic highway maintenance & footway structural repair programmes of work, utilising internal staff, shareholder resources, external consultants and supply chain partners as required.

Assist the Team Leader by working closely with the Asset Management Team on an annual basis, to formally agree the rolling programme of carriageway and footway schemes to be delivered as part of the countywide strategic highway maintenance and footway structural repair programmes of work.

Lead a team of staff to deliver a programme of works through inception, feasibility (scoping surveys), design (WTBs), construction, post construction and scheme close down.

Assist the Team leader with the annual staff Performance and Delivery Review process.

Provide clear and effective leadership and line management to staff assigned to them, ensuring they are aware of their objectives, motivated and that productivity is maximised.

Through mentoring lead with the professional development of junior staff across the tea,.

Assist the Team Leader with the preparation of monthly finance and output reports and updates to the risk register and performance indicator data.

Assist the Team Leader in preparation for the monthly CMR meetings to present the team’s monthly performance, financial status and programme update.

Ensure that accurate and up to date data is collected against all Key performance Indicators and proactively introduce action plans where performance levels may fall below targets.

Assist the Team Leader with resource (staff & supply chain partner) planning.

Assist the Team Leader with the preparation of corporate reports and attendance at senior management meetings.

Assist the Team Leader with the preparation and participation with external and internal audits. Identify opportunities to establish savings and ensure targets for improvements are delivered on time.

Engage with Key Stakeholders, Elected Members, Members of Parliament, District Authorities, Local Area Forums and the wider public in the development, design and implementation of projects or programmes of work.

Establish and maintain effective working relationships with other stakeholders, groups within Transport for Buckinghamshire (TfB), agencies, authorities and suppliers and work with them to establish new and improved ways of working ensuring that value for money is delivered.

Work with Local Area Technicians (LATs), Customer & Compliance Officers and Area Managers to ensure all works take account of their local knowledge and they are fully informed with regard to the progress of schemes.

Assist the Team Leader with the preparation and agreement of Target Cost submissions.

Ensure that all requisitions are raised with appropriate supporting information in a timely manner to allow purchase orders to be raised in advance of work commencing on site.

Work closely with the Commercial Team to review and authorise monthly applications from supply chain partners.

Assist with the change control process, ensuring EWNs and Compensation Events are raised in a timely manner and agreed with supply chain partners and the client.

Ensure all programme information from supply chain partners is provided in the agreed format and provided in a timely manner to be included in target cost submissions and approved prior to commencement of work.

Ensure the requirements of the Traffic Management Act are adhered to including the provision of TTROs, roadspace bookings and Permits.

Ensure all necessary construction related quality management and health and safety documentation is prepared and adhered to, including compliance with CDM requirements.

Have responsibility for ensuring supply chain partners deliver to agreed standards.

Support scheme supervisors to ensure supply chain partners develop safe systems of working and that they are adhered to.

Support scheme supervisors to ensure construction works are managed and administered in accordance with current policies.

Support scheme supervisors to ensure appropriate inspection, sampling and testing are carried out in order to verify compliance.

Ensure appropriate inspections and record keeping is carried out in order to verify compliance.

Manage the preparation and completion of appropriate Certificates for each activity associated with the annual programmes of work.

Ensure the identification and rectification of defects is being proactively managed within the agreed defects correction periods.

Work with the Schemes Delivery Co-ordinator to provide information to enable CRN’s, corporate complaints, VIP responses and FOI requests to be closed out within BCC’s contractual response timescales.

Assist the Team Leader with providing supporting information and updates for webpages, press releases and presentations.

Assist the Team Leader with incident investigations and active participation with Safety & Quality Challenges with supply chain partners.

Attendance and active participation at the monthly Quality meetings with the client.

Regular attendance at the monthly Health & Safety meetings.

When required attend and participate at Local Area Forum, Parish Council and other stakeholder meetings.

Promote and support Equality and Diversity activities.

Promote Health, Safety, Environment and Quality across TfB.

Undertake monthly Site Safety Tours, OLAS training modules and toolbox talks.


Skills and Experience


HNC educated or equivalent experience.

Relevant professional / vocational qualification.

Expert knowledge of maintenance activities including conventional and specialist carriageway / footway surfacing treatments and road markings.

Experienced project manager with a good understanding of project management methodologies and systems.

Proven excellent written communication skills.

Excellent planning and organisational skills, to manage a range of complex activities and to achieve given targets and objectives.

Excellent time management skills to manage a complex workload prioritise and set deadlines and cope with changing demands.

Expert knowledge and understanding of the systems, policies, procedures, professional guidelines, legislation, best practice and emerging developments within the scope of the service area.

Budget and contract management experience.

Experience of preparing and assessing tenders / contracts.

Good ICT skills including use of standard Microsoft applications.

Full driving licence.


Minimum Project Management qualification, such as APM.

Degree or equivalent qualification in civil engineering, structural engineering or other relevant subject.
