The role of Project Officer is to support the project manager and senior management as required in the project management and successful delivery of schemes. They are expected to take the lead in developing, monitoring and maintaining resource models to manage the team’s workload. Also ensuring strict financial and budgetary control over the programme of works. All the while acting as a conduit for information between commissioning teams, PMO, design and delivery. In this way the successful candidate can demonstrate and develop the skills required to progress within Ringway Jacobs. 

The Design team within Essex Highways is an evolving business unit. As the contract matures, the need to develop the team to meet the changing needs of our clients, as well winning and successful delivery of work outside the main contract means this role provides an ideal platform for an individual to excel. The candidate will need to have the ability to work with a varied workload, potentially for multiple clients, and is expected to challenge themselves to produce the highest quality of design is achieved to meet customer expectations.


Assist the Project Manager with the delivery of structures task orders

Manage resource schedule and team workload with Team Leaders

Develop programmes with team leader

Ensure strong budgetary and financial control – attending finance meetings as needed

Utilise Project Server to meet team and business needs

Ensure the relevant KPIs are met though monitoring and reporting

Drive good programming practices to enable smooth delivery of works between financial years

Maintain project documentation, plans and reports

Produce project plans for large schemes

Coordinating project work i.e. assigning tasks / hours working with team leader

As directed provide support to other members of the team in the design and development of other schemes, undertaking duties as instructed to produce successful outcomes.

Adopt a ‘one team’ approach to working across Design Services and the wider business to ensure Ringway Jacobs delivers a successful and professional service to its customers.

Stay abreast with changes in policy, standards and current highway design thinking, identifying efficiencies and innovations to the business.


Skills and Experience

HNC, or equivalent high level qualification, or significant experience in highways

Membership or working towards membership of a relevant Professional Institution

A reasonable level of project management experience is required to direct projects and to provide technical support and mentoring staff

Experience of dealing with stakeholders

Excellent written and verbal communication and interpersonal skills

Experience in producing reports both written and statistical and presentation to a variety of audiences

Ability to prioritise own work to support business priorities. Manages own performance and seeks feedback to improve where identified

Ability to build and maintain effective working relationships with key people both internally and externally

Strong knowledge of MS Excel – formulas, pivot tables etc.

Proficient with Microsoft applications– Word, Outlook, Project, Access and PowerPoint

Required to travel to other office locations within Essex

Good Problem solving skills

Ability to work alone or within a team

Ability to hold / chair meetings

Good organisational skills

Good time management skills

Full UK driving licence
