Description

To support the casualty reduction function of the Network Safety Team, through collision data analysis, data monitoring, safety scheme identification and Road Safety Audit.


Responsibilities

To analyse collision data and make recommendations for educational and/or engineering based safety remedial measures.

Undertake Road Safety Audits of highway schemes in accordance with GG119 and BCC Road Safety Audit Policy.

Research, investigate and report collision patterns relating to types of road user, road/junctions etc. identifying trends and making comparisons with national and regional trends.

Investigate and interpret the Accsmap database to identify sites and routes with the highest rate of collisions.

Investigate engineering schemes to provide evidence of accident reduction returns and provide cost benefit reports.

Research and investigate collision patterns in order to identify and prioritise local safety engineering remedial and improvement schemes.

To work in conjunction with Thames Valley Police and represent the County at Partnership Site Reviews of road deaths in the county.

To attend relevant inquests of road deaths that have occurred on the highway and write reports recording details of evidence given and any issues raised relating to the highway environment.

Respond to correspondence and Freedom of Information requests and ensure responses are provided within corporate guidelines.

To assist the Team Leader in developing, implementing and maintaining quality and performance standards for the team.

To deputise for the Team Leader as required.

Any other duties commensurate with the grade and level of responsibility of the post, which may, from time to time, be delegated by the post holder's line manager.

To participate in the annual RJ performance and appraisal scheme.

To comply with Company Health and Safety requirements.


Skills and Experience

Have attended a UK accredited 10-day Collision Investigation / Road Safety Engineering training course i.e. RoSPA certificate in Road Safety Engineering.

Working knowledge of collision analysis and safety engineering.

Membership or associate of a relevant professional body (MCIHT, MIHE, MSoRSA).

 Qualified Road Safety Auditor, or able to meet ‘Observer’ criteria working towards Team Member status, with the required recent experience in collision analysis, Road Safety Audits and CPD as required by GG119. Willingness to work towards a Road Safety Audit Certificate of Competence in line with IAN 152/11.

Understanding and up to date knowledge of Highway Legislation, Road Death Investigation Manual, relevant design procedures and design standards and good practice.

Database management and the ability transfer data between applications to effect analysis and identification of significant issues within the data.

Education to A level or equivalent including relevant subjects such as maths, statistics, computer studies, geography, or appropriate experience.

Experience of producing clear and concise reports.

Demonstrating experience of being able to work with minimum supervision, as well as part of a team.

Ability to extract and analyse accurately large amounts of data, working in logical and methodical manner, and to be able to present findings in an easy to understand way.

Excellent communication skills and ability to present complex data in simple terms using a variety of media/formats.

As part of this role you will have access to sensitive and confidential personal information regarding road collisions. You will be required to ensure the security of this information particularly when releasing data.

Experience of writing complex database and Accsmap queries.

Ability to use Advanced Excel spreadsheets, Microsoft Word and PowerPoint.

Required to be mobile throughout an operational area and therefore possess a valid driving licence to use your own vehicle or a pool vehicle, unless the role can be undertaken effectively by alternative transport arrangements.
