Ringway Jacobs is a leading UK provider of integrated services for highway maintenance and management. We work with our clients to plan, programme and deliver highly efficient services. We are now looking for a Senior Compliance Officer to assist with our Statutory Duties within the NRSWA1991 and associated Code of Practices.

Reporting to the Team Leader (Streetworks). The role involves working as a senior member of the Road Space Management Team that manages and coordinates all activities to maintain free flow of traffic, minimise congestion and avoid conflicts on the highway. Your primary role will be the compliance management of Utilities Companies and others working on our Highway through the use of Section 74 penalties, Fixed Penalty Notices and other legislation as well as through negotiation and agreement.

The role will help to enhance the reputation of Transport for Buckinghamshire (TfB), Buckinghamshire County Council (BCC) and Ringway Jacobs. 



To provide technical support, compliance management and governance within the Roadspace Management Team.

Manage and monitor the processes enabling TfB to implement the NRSWA 1991 and TMA, including Section 74 Charges, Permits and Fixed Penalty Notices.

Provide advice to the Team and associated works streams within TfB in relation to Section 74 of NRSWA and TMA.

Agree annual inspection profiles with utilities in accordance with the NRSWA 1991 and TMA and monitoring the inspections carried out.

Manage and monitor payment of invoices, in respect to Streetworks activities and ensure that all income that is due to TfB associated with the role is recovered in a timely manner

Respond to routine enquiries from utilities, contractors and the general public in connection with all NRSWA and TMA issues.

Maintain the Street Works Register and participate in all routine office activities under the direction of the Team Leader (Streetworks) as required.

Assist with / be responsible for the production of reports measuring key performance outputs on a monthly basis associated with your role.

To contribute with positive and proactive communications to Members, staff, interested parties and the wider public for all matters associated with NRSWA 1991and TMA.

The post holder will ensure all processes and systems are applied consistently within TfB and assist with general and other administrative work proposed.

To act as a formal deputy to the Team Leader in support of the office based staff.

To be aware of and implement quality and performance standards.

To be aware of the Ringway Jacobs values and strategic objectives and how they affect the job task.

To participate in the Ringway Jacobs performance appraisal scheme.

Actively engage with and promote Health, Safety, Environment and Quality activities across TfB.

Any other duties commensurate with the grade and level of responsibility of the post, which may, from time to time, be delegated by the post holder's line manager.

Skills and Experience

A level, HNC educated, or equivalent experience including GCSE or equivalent in English and Maths.

A minimum of 2 years’ experience of working within the framework of NRSWA and TMA.

Good knowledge of NRSWA 1991, TMA and associated CoP.

Proven excellent written communication skills.

Required to be mobile throughout Buckinghamshire and therefore a valid driving licence and use of car if not provided.

Experience with working in a Local Government and/or politically led environment.

Understanding of local authority budgets and/or experience of budgetary monitoring and control.

Communications skills to build relationships influence and engage successfully with colleagues, partners and customers at all levels in complex or political sensitive situations.

Excellent ICT skills.

Knowledge of “Confirm” or similar AM Systems.

Ability to build and maintain effective working relationships with key people both internally and externally.
