To assist and support Team Leader in the management and stewardship of all county owned highway structures, which includes the inspection, maintenance, strengthening and replacement of structures.  Responsibility for ensuring Buckinghamshire County Council’s structures stock is adequately maintained, in line with the Structures Code of Practice.  In particular overseeing the day to day organisation and management of the self-delivery team and specialist sub-contractors.


To be part of the Highway Structures Management team responsible for the management and delivery of inspection and self delivery programmes of work.  Working under the broad direction and guidance of the Team Leader, the post holder will act as Principal Contractor in relation to CDM Regulations for structures activities.

Support the Structures Team Leader in the management of the Structures Revenue Budget and monthly reporting of progress in relation to programme and budget. To provide, update and control programmes of structures maintenance work in line with annual budgets and the approved Annual Plan.

To manage the structures maintenance work programme by planning, prioritising, estimating and procuring services to enable necessary works to ensure the structures stock remains safe and fit for purpose, including management of sub-contractors.

To manage structures maintenance including recruitment, line management of staff and providing support to the structures supervisor.

To produce and/or check method statements and risk assessments, undertake site audits and ensuring safety first in all activities.

To produce designs, specifications, operate quality control, ensure Value for Money in all works and undertake all necessary project management activities.

Assist in the develop business plan for structures work to ensure

To work in conjunction with the Structures Technical Officer and the BCC Contact Centre, to respond to and provide information on customer enquiries as required.

To represent Transport for Buckinghamshire in meetings with third parties in respect of structures maintenance issues of schemes that the individual is involved with.

To be conversant with current design standards for developing bridge schemes including knowledge of highway and drainage design, road markings and traffic signs.

Where appropriate to provide innovative approaches to designs.

To have knowledge of suitable design tools and drawing packages.

To have a working knowledge of the current CDM Regulations and to comply with all Health and Safety legislation in developing and implementing schemes.

To be able to implement non-complex schemes using the walk, talk and construct technique.

To ensure the robust implementation of Health and Safety requirements at all stages and on all sites.

Deputise for Team Leader as required.





Skills and Experience


A minimum of 5 years of relevant experience 

Sound knowledge of structural management, maintenance theory and techniques 

Extensive site H&S experience


Incorporated Civil Engineer or member of appropriate Association 

Experience of project management
