Reporting directly to the Area Manager, the role involves assisting in providing a first class service to our customers, delivering the planned works within their function and ensuring that the challenges of delivering the vision and priorities of BCC (Buckinghamshire County Council) / TfB (Transport for Buckinghamshire) Highways are met.

The role involves leading a small team of supervisors overseeing highway related works, helping to ensure that all operational elements are delivered in accordance with the relevant standards and strategies and policies of TfB.

Excellent communication and interpersonal skills will be necessary to ensure that all matters are dealt with in a courteous and helpful manner and customers are made fully aware of the services and standards the Council is able to deliver.

The post holder will coordinate and lead a small team of supervisors, managing the inspection, supervision and monitoring of works being carried out on the highway and provide efficient and rapid assistance, at site level, in the maintenance and management of a safe and efficient highway network.

As well as providing a leading supervision role the post holder will issue on site instructions and ensure completion of all relevant records, confirming that works are carried out to agreed methods. The post holder will undertake site checks and record findings as required, and have overall responsibility for Health and Safety, productivity and quality on site.

The post holder engages with supervisors, operatives, supply chain and contractors, customers both internal and external to the Council and will include the general public, the private sector, District Councils, Town and Parish Councils, Members of Parliament and County Members when required.



To lead and drive excellent Health and Safety levels within all sites.

To lead a supervision team with responsibility for ensuring appropriate levels of supervision are available and efficiently deployed.

To provide clear and effective leadership of team to ensure that staff are aware of their objectives, motivated and that productivity is maximised. The individual and team performances to be regularly monitored to ensure staff are developed positively.

To assist with the delivery of business plan objectives.

To carry out supervision of operational resources undertaking a range of highway maintenance works and ensure that works are carried out to agreed standards and methods and that operational procedures and Health & Safety are adhered to.

To carry out site checks and ensure that quality is maintained on site and required documentation / certification completed.

To monitor supply chain and build relationship with their supervisors and ensure operatives are consistent and have the required training / competencies.

Liaise with works designers with potential construction issues and assist with ensuring workable solutions are identified.

Raise defects if required using data capture devices, and issue instructions to ensure relevant works are undertaken. Specify, place orders, monitor and supervise highway works to ensure compliance with relevant specifications, Health & Safety legislation and BCC Highways objectives adhered to.

To assist in maintaining a comprehensive record keeping system that will provide information for maintaining or improving the highway network in the future.

Personal intervention and instruction of immediate response where imminent and significant dangers are identified.

To assist with the identification of works for the future programmes as appropriate.

Provide a speedy and courteous response to requests for information and service requests.

To participate in meetings with other teams across the County to share experience, develop, review and document best practices and ensure consistency of approach wherever possible.

Attendance as required at Court Hearings to represent the Council as a professional witness in respect of claims against the Council as required.

Comply with all Health, Safety, Environmental and Quality (HSEQ) Policies and procedures.

To ensure that the Construction (Design and Management) Regulations are fully applied to programme delivery and to ensure that risks that arise through design or construction work are removed or minimised.

Understands the overall functions, aims and directions of the County Council and RfB Highways and how their specific area of responsibility fits into those objectives.


Skills and Experience

Knowledge of, and experience in, the maintenance, design and implementation of highway maintenance works including statutory processes such as NRSWA.

NRSWA accreditation Supervisor Certificate.

Knowledge of and experience in use of construction materials used in highways.

Appropriate knowledge and application of Health and Safety legislation including Construction (Design & Management) Regulations and an appropriate level of understanding of the principles of safety and the ability to apply this in the workplace.

Ability to prioritise own work to support business priorities.

Ability to build and maintain effective working relationships with key people both internally and externally.

Understanding of Highway Legislation, relevant in design procedures and standards and good practice.

Ability to measure work and convey instructions to others in accordance with contractual requirements.

Good IT skills encompassing the use of remote data capture device and inspection recording systems.

Ability to work with minimum supervision, excellent communication skills, both verbal and written.

Demonstrable awareness of environmental aspects and impacts and waste management.

Experience of working with contractors, and the public.

Completion of secondary school education, good general standard of literacy and numeracy, City and Guild relevant to highway engineering or ONC or equivalent qualification preferred.

Current valid driving licence and use of a car.
