Reporting to the Street Lighting Manager. The post holder will inspect, supervise and monitor works being carried out on the highway network and provide support and assistance, at site level, in the maintenance and management of a safe and efficient highway network.

The post holder will issue all site documentation prior to works being undertaken and complete all relevant records and ensure that works are carried out to agreed methods and to the required quality and timescales as set out by the company policies. The post holder will undertake site checks and safety audits recording any findings as required. The post holder will be responsible for the day to day management of the operatives and supply chain (where appropriate) as required including productivity.

The post holder engages with operatives, supply chain and contractors as required.


To carry out supervision of operational resources undertaking a range of street lighting maintenance and installation works and ensure that works are carried out to agreed standards, methods and that operational safety procedures are adhered to.

To carry out and gather pre-construction information as and when required.

To carry out monthly site checks/audits and ensure that quality and safe methods of work are maintained on site and any required documentation / certification is completed correctly.

To be responsible for the programming of day to day work activities delivered by the operatives including the monitoring of productivity.

To monitor supply chain (where appropriate) and ensure operatives are consistent and have the required training / competencies.

Liaise with other teams and departments in collaborative working projects ensuring a collaborative workable process is identified.

Specify, monitor and supervise as required street lighting works to ensure compliance with relevant Safety specifications, legislation and company objectives.

To assist in maintaining a comprehensive record keeping system that will provide information for maintaining or improving the highway network in the future

Responsible for personal intervention and instruction of immediate response where imminent and significant dangers are identified.

To assist with the identification of works for the future programmes as appropriate.

Provide a speedy and courteous response to requests for information and service requests.

To participate in meetings with other teams across the company to share experience, develop, review and document best practices and ensure consistency of approach wherever possible.

Comply with all Health and Safety Policies and procedures.

Understands the overall functions, aims and directions of the Company and how their specific area of responsibility fits into those objectives.

To deliver toolbox talks and safety briefings to the operatives and supply chain (where appropriate).

To manage and authorise operative time sheets on a weekly basis.

To manage and authorise operative annual leave and sick leave.

To ensure that emergency standby is rotated and covered so that all response times are met within performance targets.

To liaise with other disciplines regarding the sharing of plant and resource.

To ensure operative morale is kept to a good level and be available to answer or advise on any problems or issues operatives may have.

To manage and assist in the provision, application and maintenance of vehicles, plant and small tools.

To manage the collating and recording of safety harness, slings and lanyard testing data.

To collect and record site evidence and manage the HERS portfolio competency system.


Skills and Experience

Completion of a secondary school education, good general standard of literacy and numeracy.

City and Guilds Electrical Installation qualification or equivalent or NVQ Electrotechnical Level 3 qualification or equivalent.

Sector Scheme 12d M7 traffic management qualification.

Have relevant knowledge of the HERS portfolio system.

Current valid UK driving licence.

Good level of mobility in order to cope with site and Health and Safety regulations.  For applicants with a disability as defined by the Disability Discrimination Act the scope for reasonable adjustments will be explored with them as part of the selection process.

Knowledge of and experience in street lighting, including maintenance and installation works.

NRSWA accreditation Supervisor Certificate.

Appropriate knowledge and application of Health and Safety legislation including Construction (Design & Management) Regulations and an appropriate level of understanding of the principles of safety and the ability to apply this in the workplace

Proven ability to prioritise own work and that of operatives or supply chain to support business priorities.

Ability to build and maintain effective working relationships with key people both internally and externally.

Demonstrable awareness of all environmental aspects and impacts and waste management.

Ability to measure work and convey instructions to others in accordance with contractual requirements.

Good IT skills encompassing the use of remote data capture device and inspection recording systems.

Ability to work with minimum supervision, excellent communication skills, both verbal and written.

Experience of working with contractors, and the public.

An understanding of the contract and its application.

Ability to effectively manage the maintenance team.

An understanding of the principles of safety and environmental management.

Understanding of environmental principles of significant impacts, aspects and controls.

Ability to effectively manage health and safety and environmental emergencies.

Effective management of cost and value reporting.

Ability to deal effectively with peers and client representatives.


Supervisory Experience.

5 years electrical and technical site experience.

Understanding of highways sector scheme and HEA requirements.

ASLEC/HERS Registered.
