Reporting to the Streetworks Manager/Essex Permit Manager the role involves assisting in providing a first class service to our customers, completing inspections of the highway network. Helping to ensure that all defects are dealt with in accordance with the strategies and policies of the County Council and Essex Highways.
Liaising’s as required with Elected Member, District Councils and strategic partners and work promoters, the role is to assist with the implementation of the programmes of work relevant to an operational or service area in accordance with the strategies and policies of Essex Highways and the County Council. The post will be office based but Inspectors are expected to spend the majority of their time out and about the County carrying out their duties.
To assist the Senior Streetworks Officer and the permit team as and when required.
To carry out Inspections and record the condition of the public highway in accordance with the Essex Highways policies and national legislation to ensure the highway is safe and maintained in a condition acceptable to the Highway Authority. This may involve meeting with customers or stakeholders such as utility companies to discuss problems and provide advice on standards that can reasonably be expected.
Inspection of reinstatements prior to the expiry of the maintenance period to ensure that they comply with the specification.
To deliver the Street Works function in conformance with National and Local key performance indicators (KPIs)
Undertaking Sample, Defect, S74’s, skips, scaffoldings, hoardings and crane licences.
Liaison with the Public Utility companies to discuss their programme of work, and attending site meetings to discuss Reinstatement defaults. Support the checking of permits received (either system or hard copy) to ensure their sufficiency and accuracy, and resolving any queries that arise.
Assisting with the maintenance of the filing and recording system, hard copy and electronic, for the notices and other correspondence with the Utility companies.
Recording inspection reports, outcomes and other information on the Streetworks system in an accurate and timely way to allow this information to be used for penalty charges/site meetings/disputes etc.
Raise defects/jobs using data capture devices that allow the delivery team to the appropriate action to be undertaken to rectify the defect in accordance with Essex Highways policies and national legislation.
Specify, monitor and supervise as required highway work by operatives and supply chain partners or utility companies and to ensure compliance with specification, safety, legislation and objectives of the Essex Permit Scheme and Essex Highways.
To assist in maintaining a comprehensive record keeping system that will provide full information to colleagues who will be maintaining or improving the highway network in the future or to allow the information to be used for penalty charges, disputes etc.
Take responsibility for personal intervention and instruction of immediate response where imminent and significant hazards are identified.
To assist with the identification of utility works for forward planning.
Provide a speedy and courteous response to requests for information and service requests.
To participate in meetings with colleagues to share experience, develop, review and document best practices and ensure consistency of approach.
To appear as required as expert witness at Crown Court, Public Inquiries and Hearings, prepare detailed evidence as specialist on practice issues and liaise with Counsel and solicitors in case preparation.
To comply with all Health and Safety Policies and procedures.
Skills and Experience
Completion of secondary school education, good general standard of literacy and numeracy, City and Guild relevant to highway engineering or ONC or equivalent qualification preferred.
Current valid driving licence and use of a car unless the role can be carried out effectively by using alternative means of transport.
Good level of mobility in order to cope with site and Health and Safety regulations. For applicants with a disability as defined by the Disability Discrimination Act the scope for reasonable adjustments will be explored with them as part of the selection process.
Knowledge of, and experience in maintenance, highway works including the application of statutory processes such as NRSWA 1991.
NRSWA accreditation Supervisor Certificate.
Knowledge of and experience in use of construction materials used in highways.
Appropriate knowledge of Health and Safety Legislation including Safety at Streetworks and Roadworks: code of practice 2013 “The Red Book” and Chapter 8.
Understanding of Highway Legislation, relevant design procedures and design standards and good practice.
Ability to measure work and convey instructions to others in accordance with procedural requirements.
Good IT skills encompassing the use of remote data capture device and inspection recording systems.
Ability to work with minimum supervision, excellent communication skills, both verbal and written.
Ability to build and maintain effective working relationships with key people both internally and externally.
Good communication and organisational skills including experience of dealing with contractors, utilities, Members and the public.
Proven ability to act as a valuable team player.
