To lead and manage the TfB Streetworks Team and its activities, ensuring compliance with all aspects of the New Roads and Street Works Act 1991 and Traffic Management Act 2004 and associated Codes of Practices, as it affects Buckinghamshire’s highway network.
To be responsible for the activities of the Streetworks Team associated with Statutory & Private Undertakers and TfB highway works under the New Roads and Street Works Act 1991 (NRSWA), Traffic Management Act 2004 (TMA), and the Highway Maintenance Act 1980 and any supplementary relevant legislation.
To performance manage, co-ordinate and provide support to the Streetworks Seniors.
To be responsible for the production of the Annual Permit Scheme review.
To develop and deliver the annual business plan in accordance with agreed corporate timescales.
To ensure monitoring of, compliance with, and reporting of, all relevant Performance and Management Indicators that the team are responsible for delivering.
To be ultimately responsible for the gathering, collation and presentation of evidence in relation to the enforcement of the TMA as it applies to the work of the team.
To liaise with, and keep informed, the Traffic Manager and BCC Client Team as appropriate.
To work with the Senior Management Team to develop the longer term plans and aspirations for the innovative and strategic development of the team and the permit scheme project.
To represent TfB and attend Local and County HAUC and JAG meetings as required.
To contribute to the development of corporate policies and procedures relating to NRSWA / TMA activities within Buckinghamshire.
To liaise with and advise Area Office Staff, Local Councils, other County Council Departments and other authorities on matters related to NRSWA and TMA.
To ensure that the TfB Management Systems for recording and monitoring correspondence, and maintaining appropriate records.
To ensure effective communication with Members, parishes and other appropriate bodies and to ensure all correspondence is of an appropriate standard and is in accordance with agreed timescales.
Where practical, the post holder has a responsibility to report any emergency or potential danger that makes a highway unsafe for the public and ensure it is managed appropriately regardless of time of day or night.
To be aware of and implement relevant quality and performance standards.
To adhere to all Health and Safety requirements of Ringway Jacobs and TfB and to take an active and engaged approach to Health and Safety appropriate to a leadership role.
To act as an ambassador for Transport for Buckinghamshire at all times.
To carry out any other task required that is commensurate with the level of the post.
