Reporting to the Core Services Manager. The post holder will inspect, supervise and monitor works being carried out on the highway and provide efficient and rapid assistance, at site level, in the maintenance and management of a safe and efficient highway network. The post holder will issue on site instructions and complete all relevant records and ensure that works are carried out to agreed methods and to the required quality and time. The post holder will undertake daily site checks and record findings as required. The post holder will be responsible for the day to day management of the operatives and supply chain as required including productivity.
The post holder engages with operatives, supply chain and contractors, customers both internal and external to the Council and will include the general public as required.
To carry out supervision of operational resources undertaking a range of highway maintenance works and ensure that works are carried out to agreed standards and methods and that operational procedures are adhered to.
To carry out (as a minimum) daily site checks and ensure that quality is maintained on site and required documentation / certification completed.
To be responsible for the day to day work delivered by the operatives including productivity.
To monitor supply chain and build relationship with their supervisors and ensure operatives are consistent and have required training / competencies.
Liaise with Council Inspectors with potential construction issues and assist with ensuring workable solutions are identified.
Specify, place orders, monitor and supervise as required highway works to ensure compliance with relevant specifications safety, legislation and company objectives.
To assist in maintaining a comprehensive record keeping system that will provide information for maintaining or improving the highway network in the future.
Responsible for personal intervention and instruction of immediate response where imminent and significant dangers are identified.
To assist with the identification of works for the future programmes as appropriate.
Provide a speedy and courteous response to requests for information and service requests.
To participate in meetings with other teams across the company to share experience, develop, review and document best practices and ensure consistency of approach wherever possible.
Attendance as required at Court Hearings to represent the Company as a professional witness in respect of claims against the Company as required.
Comply with all Health and Safety Policies and procedures.
Understands the overall functions, aims and directions of the Company and how their specific area of responsibility fits into those objectives.
Skills and Experience
Completion of secondary school education, good general standard of literacy and numeracy, City and Guild relevant to highway engineering or ONC or equivalent qualification preferred.
Current valid driving licence and use of a car unless the role can be carried out effectively by using alternative means of transport.
Good level of mobility in order to cope with site and Health and Safety regulations. For applicants with a disability as defined by the Disability Discrimination Act the scope for reasonable adjustments will be explored with them as part of the selection process.
Knowledge of and experience in, the maintenance, design and implementation of highway maintenance works including statutory processes such as NRSWA 1991.
NRSWA accreditation Supervisor Certificate.
Knowledge of and experience in use of construction materials used in highways.
Appropriate knowledge and application of Health and Safety legislation including Construction (Design & Management) Regulations and an appropriate level of understanding of the principles of safety and the ability to apply this in the workplace.
Proven ability to prioritise own work and that of operatives or supply chain to support business priorities.
Ability to build and maintain effective working relationships with key people both internally and externally.
Knowledge of Highway Legislation, relevant design procedures and standards and good practice.
Demonstrable awareness of all environmental aspects and impacts and waste management.
Ability to measure work and convey instructions to others in accordance with contractual requirements.
Good IT skills encompassing the use of remote data capture device and inspection recording systems.
Ability to work with minimum supervision, excellent communication skills, both verbal and written.
Experience of working with contractors, and the public.
An understanding of the contract and its application.
Ability to effectively manage the maintenance team.
An understanding of the principles of safety and environmental management.
Understanding of environmental principles of significant impacts, aspects and controls.
Ability to effectively manage health and safety and environmental emergencies.
Effective management of cost and value reporting.
Ability to deal effectively with peers and client representatives.
