Reporting directly to the Operations Manager, the Works Programmer will be required to produce individual works programmes for the Maintenance and Localities Team, to include highway drainage, green operations, carriageway and footway repairs, sign maintenance etc., and an overarching programme for all works to allow effective coordination and efficient use of resource.


Works ProgrammerProduce and update programmes for all work activities

Produce and maintain overarching annual work programme

Coordinate delivery of all work programmes identified in the business plan

Integrate reactive and other works into annual programmes

Ensure all works documentation complies with all health and safety and CDM requirements

Working with the Works Scheduler to maximise productivity and ensure response times are achieved for all CAT 1 defect repairs

Identify resource requirements and arrange to provide through Supply Chain Partners

Produce maps for scheduled cyclical work such as gully emptying and grass cutting using GIS

Work closely with the Permit Team to coordinate and plan work programmes, manage changes and ensure compliance

Submit applications for permits and Temporary Traffic Regulation Orders

Identify, coordinate, programme and record Total Road Enhancement schemes

Identify and record contract efficiencies

Respond to requests for attendance to emergencies on the network, identifying available resource and reallocating scheduled works as required

Monitor productivity and maximise outputs and efficiency through effective planning of work activities

Ensure work activities are delivered in accordance with the requirements of the business plan

Ensure programme information is made available to the LHO Team Leader and Communications Team to ensure effective communications and adherence to the published Communications Plan

Provide updated programmes for publishing on the council’s website

Attend monthly health and safety meetings

Attend and contribute to team briefings, take ownership of actions

Work effectively with other teams to ensure that works are delivered to programme and that any issues are communicated back to the works promoter

Take part in cross-contract working groups as required

Any other tasks required from time to time to support the business

Submit applications for permits and TTROs


Skills and Experience

Good working knowledge of MS Project and MS Office software

Demonstrate thorough working knowledge of health and safety legislation and codes of practice

Understanding of highway maintenance methods and techniques, best practice and technologies

Knowledge of traffic management requirements for working on the highway

Good communication skills and writing skills

Understand the business and service objectives.

Able to use initiative and self-motivation to work under pressure, with minimal direction

Plan and prioritise workloads to obtain maximum efficiency.
